Why are my iPhone photos saved as HEIC?
Since iOS 11, iPhones default to HEIC because it stores roughly the same quality as JPEG at half the file size. You can change it in Settings → Camera → Formats → "Most Compatible" (JPEG), but photos you've already taken stay HEIC — hence the need to convert.
Can Windows open HEIC files?
